Preheat oven to 425
For The Filling:
Heat a large pan or Dutch oven on medium high heat.
To the pan, add olive oil and brown turkey with salt and pepper, stirring constantly. Remove from pan once cooked
To the pan, add onion, carrots, and leaks. Sprinkle with salt, pepper, paprika, and cumin. Stir every few minutes until vegetables are tender, about 5 minutes.
Add bell peppers, garlic, thyme, chicken stock and tomato puree. Return turkey to pan and stir until combined.
Cover and simmer for 20 minutes until peppers are tender and sauce is bubbly.
Add peas and taste. Adjust seasonings as needed and set aside.
For The Topping:
Run the cauliflower through a food mill or food processor until smooth.
In a large bowl whip cauliflower, salt, pepper, thyme, onion powder and milk. Taste and adjust seasonings as needed.
In a 9″ x 13″ glass dish, layer turkey mixture.
Top with the cauliflower mash and bake until bubbly and golden brown. You may need to bake under the broiler for the last 5 minutes or so.
